It always depends on the rule that was broken. However, in general it's because we believe people can change. If a person were to purchase a new account and use a new IP, frankly we won't know it's them unless they say something. If they follow the rules, then they aren't a problem. They do lose their original identity though. That's the true punishment.
Every situation is different and each rule is different. However, please feel free to send me details about the player in a PRIVATE message and I'll look into it more if you are worried about the player's character.
