It could be a number of people. Theresa May could use this as a chance to prove herself. Or the French government. It really could be a selection of people. As for what kind of action, I'm not exactly sure about that. There's a number of things that could be done. I just think something, anything, needs to be done. This cannot go on forever and god knows how much worse it will get if we do let it carry on.

Sorry for copying you, but I think "doing something about it" is the way to let it carry on.
I see why you think that. It's like with a bully, when you react they get the reaction they want and continue. But I think we can't just sit there in silence and watch it happen. Also, "action" could be increasing the number of police enforcement in important events with a lot of people attending, or maybe just day to day.
