[Added] Increase stable voucher limit to 15 instead of 10 stables

  8. the idea is to increase the limit, it doesnt really matter by how much, maybe 27 as a SC GUI + llama integration? just expand it, pls!

  9. With the expansion in storage. Wouldn't the stable voucher increase in value. Perhaps just a smidge.
