With the state of the anvils currently being the 1.8 vanilla anvils, applying an originally generated level III book results in a lower initial repair cost of enchanted items than applying a level III book made in an anvil from 2 level II books. So to this point... original Level III books in my opinion are worth more that level III books made from combining books. And the more books you combine the higher the initial repair cost is of an item.
