Yup, site licensing. Most software companies make it cheap for site licenses. This is to try and lock in what the students use, and what they will get trained on. Keep in mind that there are multiple levels of security. Firewalls, Scanners, then the security at the device itself. Most universities, that I have worked on, have the Internet as a mix between fiber optic, the various T connections, and sometimes even cable modems as backup. You would be surprised the number of places that still have modems as a back way into the network.
