Depending on the site you want to make you have sites.google.come/site (to make sites using custom html codes) ... you have freewebs.com (to use selection screens to use preset designs) ... you have enjin.com (for gaming website, ps) you only get full features for 10 days after that you have to pay) ... you also have blog makers like blogspot.com ... and lastly you have other website like ucoz.com and wix.com and few others ... everything else i can think of you have to pay for
Weebly have free (sub) domain. My little brother use them for his site www.theswiftuniverse.weebly.com.

Wordpress and that is final. If you even touch something else you will die. And Joomla is the most terrible CMS ever created. It takes years to configure and removed the default ads and pages and menus.
