Actually no. I think you are referring to it being in your hand. There is at least 256 bedrock per chunk compared to the average 9 diamond ore per chunk.
Well can we mine it? Can we obtain it without the use of mods? It is harder to get then diamond, so I think it shall be rarer. But in all fairness, emerald is currently the rarest block in the game, But since it is not in EMC yet, bedrock is rarer.
