Put him in at least 3 blocks of water and it will be an easy fight

This mechanic is actually against the rules. Please, anyone reading this, it is not allowed to exploit bosses in this manner in order to kill them. ESPECIALLY if momentus is just sitting there not attacking you back.

So, would fighting him in an ocean for example be against the rules? Or is it just making water pools beneath him to make the fight easier?

Making water pools so that the boss moves slower (and can STILL attack you) is fine, as well as luring momentus to a water source such as pond or ocean (for example) is an acceptable tactic, however, reducing your ps to 1 to place water around his feet then bumping up your ps to 10 for the fight (where he cannot attack you back) is against the rules.
