Unless they can no longer be combined ( I haven't seen one in a while ), bows can have either Flame I or Flame II. Teh Flame II bows are dropped from Enraged Skeletons therefore making fully enchanted bows harder to get. So it is a good idea to make it clear whether or not it's arrows will have arrow flame I or II.
