[Outpost] The New Federation

  1. What if there was an outpost,
    that was run not by one person,
    but by many?

    The New Federation is an outpost in the frontier of Empire Minecraft.
    It is based on the original New Federation,
    however it has been changed.

    The New Federation will be made up of states,
    each an autonomous outpost with control over its own affairs.
    But unified by a central federal government,
    with it's capital on smp9.

    I am personally writing the constitution,
    and I have developed a political system designed to be fair.
    Anyone can run for the National Assembly as an independent or in a political party.
    Every citizen can vote for the people or party they want to represent them.
    Every state will have it's own representation in the National Council to review policy.
    Anyone can run for the Presidency, elected by the National Assembly.
    The political system is further described in the third post of this thread.
    I will be establishing an interim government once we have a few citizens.

  3. The government of the New Federation consists of two houses. The lower house is the National Assembly and acts as the primary house. The National Assembly has a fixed term of four months. MP's in the National Assembly are elected by the citizens of the New Federation. Anyone may run for the National Assembly in a political party or as an independent. After an election, whichever party has a majority or has support of the majority of the house becomes the governing party. The leader of this governing party will be the First Minister. The First Minister is appointed by the President and may recommend other ministers for the President to appoint. A speaker of the house is also voted on by the house and appointed by the President. The National Assembly debates and votes on bills to become law. The National Assembly will have 15 seats.

    The upper house is the National Council and consists of all of the leaders of each state in the New Federation. The leaders of each state are chosen through whichever method that state chooses. Once a bill has been passed in the National Assembly, it goes to the National Council to debate and vote on it. Once it has been passed by both houses, it goes to the President to be signed off to become law.

    The President is the head of state but not the head of government (the is the First Minister). The President has a fixed term of four months, with Presidential elections taking place half way through the National Assembly term. The President has the power to appoint ministers, sign off (or not sign off) on bills and also has the power to dismiss the National Assembly and put it into caretaker mode until the next scheduled election. Beyond this, the President does not have much power. The President does not have a maximum number of terms, but is limited to two consecutive terms.

    Finally, there will be a Judiciary. This will be the High Court of the New Federation. It will be made up of five judges appointed by the President on the recommendation of the government. Its acts as the supreme court in the federation and has the power of judicial review over laws passed by the government and has the ability to interpret the constitution of the New Federation.

    The electoral system for the National Assembly is as follows:

    It uses a ballot paper that lists all of the parties and then all of the candidates for each party. Voters would select the party they prefer and then they would rank the candidates for that party as they wish. Then, this method will be used to determine how many seats each party gets in the national assembly. Finally, if a party has more candidates than seats allocated, the instant-runoff method would be used to rank the parties candidates. Candidates would then be allocated seats according to their rank until all of the parties allocated seats have been filled. If the party has less candidates than seats allocated (resulting in empty seats), then they will have to find more candidates and put all of their candidates (excluding the candidates already elected) to a general election (unless someone can suggest a better way to do this).

    If someone is unable to fulfil their duty and a seat becomes empty, people will follow the same election process, except it will all use the instant-runoff method to determine who wins the single seat.

    Any independents who run will be listed under an Independent party, and they will be ranked by people voting for independent in the same way candidates for parties are selected. If there are more seats allocated then there are independent candidates running, then obviously anyone (excluding people already elected to the national assembly) will be free to run as an independent candidate. If an independent vacates their seat, then at least three new independent candidates will need to be found.

    The election system for the President is as follows:

    Anyone can run for the Presidency. All of the candidates will be voted on by the National Assembly through preferential voting. Whoever gets the most votes about 60% of the vote, will become the President. Political parties can endorse candidates if they wish, but parties themselves don't run candidates.

  10. The location of the capital is currently being reconsidered. In the meantime, we're looking for outposts interested in becoming states of the NF.

  11. What is this federal government doing, if "an autonomous outpost with control over its own affairs"? I don't quite understand what this will be good for.

  13. Well, on the most part each autonomous outpost has control over how it is governed, how and where things are built. The federal government will work to link these outposts together. I'd consider it more something like the EU than your usual federal government.

  15. You should talk to a few people of the newer outposts like Farbranch, Oakened Star and so on. They are pretty small still, but we all know: The big outposts, with 2 exceptions, pretty much died out. If you want I can PM you a list.

  16. So what happens if my outpost were to be a state in this program?
    Would the way me and my co leader run my outpost be change of will it saltay the same?
  17. Primarily, you could still run your outpost as you do now. Obviously, if the federal government passes a bill, then you'd have to adhere to that. However, before a bill can become law, it also has to be agreed on by all of the state leaders (as members of the National Council) so no state should be unhappy with any laws etc.
