Well it could be the amount of players... But you see every server is supposed to be running the exact same software so if one isn't keeping up with the others performance wise it must be the hardware.
I believe they use a couple different server hosts so, if one is down not all of the servers go down. But I could be wrong. So that may be a reason why smp9 has more problems then the rest.
