You can learn this information in the tutorial or the wiki, but The top line is [ LOCKED ] and the remaining 3 lines ahve one username per line if you want other people to access it as well.
No need to apologize! We love to help!! To make a locked chest just put LOCKED on the top Lines then the names of the people you want to be able to open it below that. Good luck!
If you meet the requirements, then a staff member reviews the requests a couple times a week. Either way you should not typically wait more than a couple days.
Just don't let them forget, sometimes they get busy. Heh after about 3 weeks you may want to ask again though now we have more senior staff!
