    There is currently a substantial area that's been built upon by a player within 3,000 blocks of your request, thus I have to deny the request at the current location.

    A couple options are available to you. You can either seek the player out and request permission to be established inside the 3,000 block requirement. If that player agrees, have him/her post their consent in this thread. Alternatively, you can move your request location. Going north would be a good place to start looking
