Denied... To establish an outpost you need to be 5,000 blocks from an EMC spawn outpost and 3,000 blocks from any player build. You are to close to both , please head out further. Best to use /map and make your way into an area of the map that is blacked out because it's been unexplored. Edit: You can have an outpost anywhere that isn't established. Just means other people can build near you if you are not established.
