Can not log in spamhaus.org/xbl/

When I attempted to log in I received a message as follows

"Disconnected by Server

Your ip address is flagged as unsafe by spamhaus.org/xbl"

Through my research I found that my isp requested all ips within the range 66.87.4. 0-24

EDIT: I double checked my current IP is 66.87.4.220 so they mass blocked a much larger range of IPs

Is this a plugin?

Can it be removed?

Can you add exceptions?

Is it part of bukkit?

Is it something that is not server specific that I should contact Minecraft Forums about?
