Yes, happened to me once. The real answer: Technically they can, as they need oxygen to live. However, they get their oxygen through the water by breathing through their gills. If a lack of oxygen is present in the water, then they will suffocate/drown. This happens often when a lot (and I mean a LOT) of fish are in a small area, taking up the majority of the oxygen in the area. There was recently a huge die-off in a harbor on the Palisades, if I remember correctly.
