You push f2 yes, then you locate the file under your appdata, typing %appdata% in your run bar will bring up your appdata, then go to your .minecraft file and open up screenshots. Upload the file to any image sharing site, http://imgur.com/ is a good one to use, then copy the link and start a convo with a member of staff and outline what the person at fault is doing, paste the link. And you are done, btw, thanks for taking the initiative to find out how to do this, the Empire does have staff yes, but it needs the help of players like yourself to catch people who are doing wrong.
