While I know some wikis have Ancient Debris being more common at Y=15, I thought I'd study it myself a bit on a Vanilla SP world. By replacing non-Ancient Debris blocks with air and looking at what Y value they were found at, I have some results. So far, I've looked through 160 chunks, from Y=7 to Y=23, a total of 186 Ancient Debris blocks found. 27.5% chunks had no Ancient Debris blocks. The median number of Ancient Debris blocks per chunk was 1, with an average of 1.16 blocks. Y value = #AD 23 = 1 22 = 5 21 = 6 20 = 12 19 = 8 18 = 9 17 = 13 16 = 14 15 = 24 14 = 30 13 = 24 12 = 19 11 = 6 10 = 2 9 = 6 8 = 6 7 = 1 The "sweet spot" would seem to be Y=12 to Y=17. These Y values accounted for 124 out of the 186 Ancient Debris blocks, or 66%. I did not examined the occurrence based on Nether Biomes. I assume these occurrence rates would be the same on EMC.
It was actually something like 1.1562 or so, I just rounded up. I'm going see about tracking the biome type before I look at too many more chunks.
