   I was told a thread can only be bumped if there hasn't been a new post after 6 hours.
   I was referring the starting bid to the starting price of the stone. I'm sorry about the confusion; I guess I wasn't careful with my typing.

   But 6 hours for any other thread, so only auction thread's can have a 3 hour bump.

   I know this is a old comment but I would like to add they changed it so where all threads can be bumped every 3 hours.
