I do not know now acctually, now the names in /p (player) do not say moderator. I do not know if they can ban or kick or not.

When aikar first introduced Hatorijr, he had the moderator rank. If he is helping develop this amazing server, I would assume he would be able to ban or kick. That might be an aikar question though, because aikar could have made new ranks and stuff.

I asked Just_five and he said they are only development and do not have kick powers.
