Actually just checked your lotto thread and thought it should have bee fine since it was non profit. You could talk it over with ignoramoose in a PM since lotteries are allowed, just with certain conditions.
Non profit or not, lotteries are not allowed. The primary issue is in regards to tracking the number of ticket purchases (can be done, but would be incredibly time consuming on the staff front) and a fair selection of the winner. There is too much risk of non-random selection of the winner (IE, picking someone to win) to allow this.
Read the all games section. It's fine if he wants to host a lottery game on his lot (similar to a Casino game), but an open lottery is not allowed.
