entity activation range is not temporary. I am not sure what you mean by lower. We have not adjusted the ranges since 2015. The only thing that has changed recently was fixing bugs in behavior.
To answer what you are intending to ask. Aikar is looking at ways to introduce some behavior back that people are missing. But this is the source of the lag - so this will never be reverted back to Single Player mechanics. Because that is where it belongs. Single Player.
