Performance wise : It's a solid step forward for AMD who has been struggling at the same caliber for 3 to 4 years. Good on them, but they have a ways to go.
Negatives : Reference cards still bad, a new NVIDIA launch with their consistent performance gains will let NVIDIA walk all over them again, and the high TDP might make or break the deal for someone considering say, vega 56 or a 1070
I would definitely hold off because the only benchmarks I can find are for Vega 56. If I had to warrant a guess, the performance increase will not be very large, and that's a lot of money to pay.

While I like the look of the limited edition reference card, keep in mind that fancy polished steel shroud will be facedown in pretty much all cases, and one tiny blower fan is no match for a card with such a heavy power draw ; if you play in a warm environment you could have some struggles
