If it still happens after rebooting, try temporarily disabling any disk protection while updating. If that still fails you can try to get the error log to find the URL of the file and manually download it and copy it to the destination folder.
You could also try completely deleting everything in the Minecraft directory (after making backups of important folders, such as screenshots, saves, and any modded versions you might have!) and then loading the launcher again.
It'll re-download anything you don't have, or at least it should. It sounds to me like your Minecraft version is missing a language file that for some reason didn't get copied when downloaded and now it doesn't want to run.

Do you have that program installed or some other antivirus causing problems? Also, you can use windowsKey+PRTSC to take a screenshot that is saved in your pictures folder.
Thank you everyone! It was what jkrmnj posted the link for ByteFence it was one of those sneaky add on's when I was installing mumble, discord and teamspeak3.
