I'm glad you did your research, it is impossible to find a 135.00+ Speed Horse in the wild. So then, how are there people claiming to have 135+ Speed Horses? It's because there's someone out there who owns at least 1 horse that goes well above this 135 speed mark. I'll save the detail of how this person even got a horse fast enough to do this for another comment.
So I have a couple friends who have horses that are well over 135, namely a 137 and high end 136 Speed. If you want I can give you perms to look at the horses I breed.
