In addition to all of this, studies have shown that for optimal software quality, 20-25% of the time spent "creating" the software should consist of just clearly and thoroughly laying out what it should do.
And (maybe) finally, in the real work world, 2/3 projects are axed or don't make it through testing. I would say that EMC has a very efficient system when you take into consideration all of the details surrounding it.
I'm one of those people. I know development takes time (I've developed things myself.) and I also realize that developers have lives outside of work. However, our last update was over a month and a half ago. Making an update, even a small one, does not take this long.
