Just putting 1 powered rail on the ground doesn't work. If the cart is going fast enough, then it won't stop. It doesn't work as a launching point either...the powered rail has to be against a block for it to work as a launching-off point (or on an incline like mine is).
You have to place the cart on the powered rail on the side facing the direction you want to go. It's just like the rail stop I built next to my house, except it's curved and the top part is longer (and there's no note block ;) ).
