Why do they make these dragons so rare and hard to get?

Gives people something to try for. I wouldn't play if I could get any egg with a snap of my fingers. Quoting Notch, a lack of challenge kills the fun.

Are you sure that the timzone doesn't matter for the hourly drop? What's the DC time for then?

Yes, I am sure. As long as your clock isn't screwed up, drops occur every hour. However, DC time is EDT (GMT-5), if you want to time your hunting at night to reduce the amount of hunters.
