Hex codes can also be used for changing text colors. If I want to find a new hex to use for text color I use this site. Just thought I would throw that out there.
A forum thread is much easier to access than an in-game book. This is mainly for forum use, though, so people can copy-paste the colors for the forums. If you're talking about a book of colors in-game, there is a command for that: /colors. Not much use for an in-game book now.
They're colors. If you enter the Hex ID where you change the color of fonts, you'll get the color that the Hex ID represents.
