I read the post before selecting an Empire build point. I specifically went to my selected point on the map, because it met the minimum requirements, as well as my own.

If you know something specific that I don't, please let me know.

It is posted fine... Although it would have helped to have a note saying please establish. Staff check out the area. This is all hee needs to do IF he put a locked chest there.

I actually was, but then I saw the sticky asking people not to say "Establish" in the thread title, because it's confusing. Suppose I could've put it in the body, but it is what it is.
