No, that is nether quartz flakes.

I go by what MC says, and its official name is Nether Quartz. There is Nether Quartz Ore, which is the minable blocks that you get from using a silk touch pick, there is Nether Quartz, the flakes, and then there is the Nether Quartz block, the one you get from combining 4 Nether Quartz in your crafting table, which gives you the solid block. People have different names for a lot of things, so this is Nether Quartz and Nether Quartz flakes. And even even with the texture pack, I think it is pretty clear that those are not blocks, in any shape or form.
