I am confused by this statement.

I would blame the action on the Cartel in Mexico. Germany would like to see America and Mexico work this out peacefully. They really had no reason to poison their stronger neighbor.

Well if the Mexican government says they didn't do it then I would ask them for permission to send in the CIA to investigate the incident. They would be a good ally, it would help with controlling your border if you are friends and work together.
