new build flag ability, stop this egg madness! (hopefully!)

  1. it is clear this egging madness HAS got to stop, it is fps raging, and just annoying, here is a solution, add it so you can only egg if you have build Permission on the residence!, its how EMC solved.... almost everything that has to do with grief

  8. I belive that this currently isn't implemented because the thrower of the egg isn't tracked due to Minecraft/Bukkit limitations. However, if you feel like searching the suggestion box, I've posted an already existing flag (that's disabled) that could pretty much solve the problem.
