  13. No the countries will be punished if they attack. Normal war is allowed that is part of human nature. The weapons of mass destruction are banned but you are allowed to retailiate if you are attacked with them.

    1. If a nation in the peace pact is attacked with said weapons, it can be put up to a vote to allow the attacked nation to use a limit of 3 of those weapons on the attacker.
