You get the Dirt Destroying Ticking Tock from either of the two mini bosses (Marlix or Momentus) I had gotten mine from a Momentus that i had found in a jungle. You dont get the drop all the time, its considered to be a "very rare" drop.
Please note that they can also be acquired by buying one from a Senior Staff member for 60,000 rupees.
