My phone doesn't have a positioning system at all, so I just have to look for street names (usually not too hard either, to be honest), but there are plenty of devices that do have a positioning system that don't have GPS.

"Localization may be effected by a number of technologies, such as using multilateration of radio signals between (several) cell towers of the network and the phone, or simply using GPS."
It seems that even new iPads do not have GPS.
I met a girl who has a recent smartphone and she claims that her phone does not have a positioning system at all, unless she turns on mobile data. Then again, she might be mistaken, as she also believed that she couldn't use mobile data at all, as she uses prepaid, and for some reason she thought that you can't access the internet on prepaid.
