It means if you get PvPed or someone griefs you and you see it, you can hit the record button and the 10 mins before will also be included in the recording... which'll be footage of the rule break ;)
Is that any better than a text report, though? When I get Windows 10, I don't want to waste performance if nothing will come of the recording.
Visible evidence of clear PvP vs a text report saying someone has been PvPed and us trying to piece something together with logs :P
