Hey. As you know the flag shop contains... well, flags. Here are a few bugged ones. (Pictures are taken on smp6.)
Someone else had this problem a few days ago, all the person needed to do was restart and the flags returned to normal. In a non-sarcastic way, have you tried turning it off and on again?
It's probably a bug, a glitch, maybe you have to relog minecraft, or a senior staff trolling, because there where senior staff and yesturday. Someone complained about this yesturday, they reset the flags and it stopped.
This is not a bug on the Empire. This is only client side and freaked me out the first time it happened to me too =P Basically each flag is made up of two maps. Because of player maps, those numbers can be different on the server. When you switch servers from smp1 to smp2, if you have the image for Map #202 being a Canadian flag cached in your client, when you switch it's overiding what you see for Map #202 on smp2 which might be an American Flag instead. However, the maps are still correct. A simple fix is to restart your client to remove the cached image.
