Lots of staff submitted, so they had a greater chance of being included in final submissions based off that alone.
Mods are players too It's a key point we try to push is that Moderators get to continue playing just the same, so no reason to 'lower' their chance at winning just because they are staff, since they have no advantage over other players (and many of the winners were not even staff when this contest started)
