It's the Paper Cutout texture pack. (http://www.planetminecraft.com/texture_pack/paper-cut-out/) The reason the nether quartz is with the default texture is because it hasn't completely updated yet. EDIT: By the way, just so you guys know, if your number is taken then I'm just putting you on the number nearest to what you requested.
