For new and unique promos, yes. That doesn't go for the Labor Bench, Pot of Gold or Haunted Head, though.
As a player of just over a year, I have never had the opportunity to get a Labor Bench, a Pot of Gold, any sort of Christmas promo, or any sort of Valentine's day promo (and I'm sure that's not a full list). It is discouraging, and feels rather like I've been left out of a club I can't get access to. How are new players supposed to participate at this rate? I so very look forward to this year's Halloween promo- but given the amount of information we don't have about Haunted Heads, I am skeptical that one exists. Or that my Haunted candy collection is at all useful.
The labor bench might as well become a voters bench instead of it being a promo. Just because of how useful it is....
