Yes, it's the film Downfall, this particular scene is parodied a lot, mostly to describe events in popular culture and politics.

You should certainly watch it to the end. In the movie, Hitler is scheming with his generals on the next move to make when he finds out he's going to lose the war, but I've put in subtitles which juxtapose me as Hitler, raging that I've been banned
