The utopia incident you are referring to was likely the result of a player logged into the server using haxx to provoke a response from the other players (it certainly succeeded). This situation is on a private residence, which is basically 100% secure from everyone without permissions. I would strongly suspect that it is a player who has permissions on the lot doing the damage, i would do as suggested and revoke build permissions one by one and see when it stops.
