Not 100% sure, and not speaking on behalf of crafter, but my guess is that the use flag will be turned on when the museum officially opens as it is not finished yet. When mine was under construction, I just removed the move flag, though Until it was opened
I have it off due to the fact that I haven't set up much of the message stuff yet. But thanks for the heads up I probably would of forgotten.
