It's EDT during the Summer and EST during winter because of Daylight Saving Time.

DST started on Sunday, March 10, 2013 at 2:00 AM local standard time.

I have no idea what you are talking about. Yes, there is daylight saving, but it doesn't change if it is EST or EDT.
RIght now where I live in summer, it is always EST. During winter, it is STILL EST for me. All what happens is the 1 hour upgrade. You must have it different where you live, because I know for a certain FACT about where I live we stay in EST all year.
