Several times I've disconnected from the server to let spiders settle to modify water slides and after reconnecting there will be a 5-10 sec delay...
I'll add my TWO cents! Kephras, No one said anything about protecting ALL spawners. Just make it so those who are NOT scared to make a good cave...

It matters in all three axis. I think it's still 16 blocks for mobs but I haven't read all the 1.2.3 update list.
