You're both showing the same menu, and there's no option for 'New file' in either of them. Consider how strange that is! Tom seems to have had some things added to the menu by other apps, but WitherDoggie's looks like it might be the default. Nine options for files with a specific extension, but no generic option in there.
You can create a new ".txt" file and then just remove the extension. Or there is the more advanced way of manually adding file types to the new item menu using registry editing. The first option works if you only need a blank file occasionally. The second option is better if you plan on making blank files often.

it also has MS Access (2x), Word, Powerpoint, Publisher, Excel, and "Bitmap image", so it isn't really standard either. :P
@WitherDoggie You can pick any. :P But when you do, it says "If you change a filename extension, the file might become unusable. Are you sure you want to change it?", which is not only misleading to laypeople but also requires an extra click and creates a notification sound.
