Ah, I've got more information (and edited the status to reflect on that):

On my computer in works fine. :) On my phone it stays there, even after I click on Allow (or Decline even): it changes to say "Cookie Policy", after which I can click that again to be presented with Allow and Decline again.

I'm using CM Browser on my phone - I believe that it's based on Chrome.

It still won't go away after a good night's sleep. It does however like to increase in size when I zoom in, taking up at most over half of my screen. >.< :P

Actually, when I zoom in far when viewing in landscape (which I do sometimes do!) it fills up literally 95% of the screen, meaning I can't see anything...

On pc it also doesn't disappear entirely, but it's not nearly as noticeable.

Oh! I hadn't seen that yet. :D That changes things a bit, I'll show a screenshot of how what I see on my phone is likely different from what most others are seeing...

Yup, except that on pc it's only a relatively small black bar, and you have a higher resolution to put it on in the first place (making it be smaller too), while on my phone it still shows the text and is significantly larger.

I'll enjoy finding this screenshot if I have a vastly different taskbar in x years.:D
