While sand is a lot more useful, it's also a lot less difficult to get, so thus, gravel is more valuable. (also, concrete needs gravel toooo)
Define valuable? Both are equal in my book. While I can mine a dc of sand in no time, put it all in shulkers and walk away with it. Gravel is more grindy, Sure you can get lots at the bottom of oceans with unlimited water breathing with a conduit but it floats up. Making it harder to gather. Mountains is the best choice but they don't seem to have the depth and availability sand does. You can find it in the nether and while mining pockets in OW but there again, more limited to gather it quickly. I say gravel has the (Value) in r here. If someone said you can go mine me a dc of sand or a dc of gravel, which 1 do you think you can fill fastest? Sand has it's value with uses like glass but I'll tell ya. I still use gravel for my falling monostable circuits. Based on the availability and time gravel takes over sand that is the leading edge IMO. Very good question here! Thanks for the poll! Merek~
I think that sand has more uses than gravel, so sand is more valuable in that regard. On the other side, gravel is generally sold for more than sand, so gravel is more valuable in its monetary worth. You mean less difficult to get, right?

However, because of the difficulty trying to gather in as much amount as sand, more effort is spent collecting gravel. So, you may be slightly more limited with what you are able to produce, I would agree, gravel is more valuable to me due to the extra labor, but slightly less useful in the long run.
Sand is easy to gather. Gravel is not super difficult but not as "saucy" as the sand. (used a pg word there. feel free to replace in yo brain) Therefore the gravel is more 'valuable' to players, but not to the sea turtles who want a sandy beach and not the concrete house.
I think we're thinking about this the wrong way. Some of us are thinking in terms of rupee value, which in that regard gravel is clearly superior because it's much harder to gather in bulk. However, if we're looking at it from a pure usefulness point of view, sand makes glass, farm cactus, sugarcane, and bamboo, is used to make TNT, and even sandstone if you're in a pinch. Sand is also much prettier than gravel so there's that. Ultimately I think the divide in this debate is really which is the better measurement of value, EMC market value or base game utility.
The new gravel texture is not pretty either. Gravel is plentiful on the ocean floor. With a voter helmet or conduit it is not hard to gather a lot of it.
