  1. I'm coming back to Minecraft after a while, and I need 16k worth of quartz.

  2. First of all, welcome back. Second, this actually isn't how these things work. You'll probably want something in the products, businesses, and services section of the forums if you're just looking to buy. A proper reverse auction is:

    Item: Double Chest of Quartz Flakes
    Starting Bid: 30,000r
    Minimum Bid Decrease: 1k
    Ends: 24 hours after the last bid
